An independent UK consultancy with a passion for Africa
Founded in London in 2011 by an electrical and mechanical engineer, Dulmel Ltd brings the experience of major UK infrastructure projects to clients in the UK and Sub-Saharan Africa.
Our history
From leading UK consultancies to Dulmel Ltd
After more than ten years working for a selection of world-leading UK engineering consultancies, our founder, David Utshudiema Luhaka, created Dulmel Ltd in 2011.
Dulmel Ltd offers consultancy services in electrical and mechanical (E&M) engineering for the infrastructure, power and energy sectors. It also offers management consulting and information technology (IT) consultancy services to clients in a wide range of sectors.

David was headhunted by WS Atkins plc while working as a Senior Electrical and Mechanical Consulting Engineer at Cundall, an international engineering consultancy headquartered in the UK. To facilitate the contractual arrangements with WS Atkins, he created Dulmel Limited, a private limited company. The name DULMEL combines the founder's initials with his skills in mechanical and electrical engineering.
Since then, David has managed engineering projects for WS Atkins plc, one of the world's largest design, engineering and project management consultancies, and for Transport for London (TfL), one of the largest public sector employers in the UK.

Managing Director & Principal Consultant
The sole founding member and current Managing Director of Dulmel Limited, David is a business entrepreneur, strategist, coach and mentor with a passion for sustainability and for Africa.
He has proven abilities in electrical and mechanical building services, including sustainable energy systems, in the infrastructure, energy and power sectors, as well as in the IT industry: E&M design and design assurance, project delivery, IT training and IT business solution appraisal.
He has over 25 years' experience in E&M design, design assurance and project delivery, and several years' experience in IT training, IT business solution appraisal and management consulting.
